Se trata de una medida de carácter excepcional, en el contexto de la pandemia de coronavirus, que busca garantizar la igualdad de oportunidades y facilitar a los estudiantes el acceso a las tecnologías digitales y la continuidad pedagógica durante la pandemia, informó el Ministerio de Economía.
El cierre de las escuelas y la suspensión de clases presenciales en el marco del aislamiento social «dejó al descubierto más que nunca la brecha digital que existe en la Argentina: no todos los alumnos cuentan con las mismas herramientas ni la conectividad necesarias para poder asegurarse la continuidad en el aprendizaje», explicó esta tarde al anunciar la medida.
En este contexto, el ministro de Economía, Martín Guzmán, aseguró que “hoy más que nunca, hay un Estado presente que busca proteger la producción y el trabajo y contener el aumento de la pobreza y la indigencia”, y detalló que cerca del 40% de los hogares no tienen acceso a una computadora.
“En el marco de la pandemia, los sectores de bajos recursos tienen mayores dificultades para acceder a conectividad y educación en línea, y las desigualdades se profundizan”, aseguró el ministro y agregó: “Educación es inclusión y es futuro, y esta medida busca, por un lado, evitar que esta brecha digital se amplíe y, por otro lado, estimular la producción del sector”.
En mayo de 2001, la Argentina realizó un depósito de Derechos Especiales de Giro ( DEG) por 15,6 millones, cuyos intereses iban al Fondo para la Reducción de la Pobreza y Operaciones de Crecimiento para Países Pobres Altamente Endeudados. Ese depósito, que hoy equivale a u$s 21,3 millones, expiró el 4 de mayo.
Dada la crisis económica que transita el país y la necesidad de recursos para enfrentar los efectos de la pandemia, el Gobierno optó por recuperar esos fondos, que el 7 de mayo fueron transferidos a la Argentina.
El ministro de Educación, Nicolás Trotta, destacó que “como lo manifestó el presidente Alberto Fernández, acceder a libros y tecnología es un acto de ciudadanía. El desafío es volver a transitar el esquema de una computadora para cada estudiante y lograr el 100% de conectividad en las escuelas”.
Trotta explicó que “hoy se está recibiendo una inversión para poder entregar 70.000 computadoras más a estudiantes del sistema educativo que serán producidas en el país generando empleo argentino, en el marco del programa de conectividad federal Juana Manso”.
El Ministerio de Educación, en acuerdo con cámaras, empresas de computación y representantes sindicales de la Unión Obrera Metalúrgica, puso en marcha esta producción de material tecnológico como primer paso de adquisición de computadoras, con un plan que pretende apalancar al sector de la electrónica en el país cuya actividad fue paralizada desde el 2016.
Según un informe del INDEC que midió el uso de computadoras en la población total de 31 aglomerados urbanos de la Argentina, durante el último trimestre de 2019 en el decil más pobre de ingreso per cápita sólo el 23,5% utilizó ese tipo de dispositivos, mientras que en el decil más rico, lo hizo el 71,9%.
